What has made the community policing strategy fail?

Background to Community Policing

Introduced in 2007 as one way of combating violent crimes following the disband of Violent Crime Crack Unit-VCCU (commonly known as Operation Wembly), Community Policing was a move intended to increase cooperation between Police and Public in fighting crime, through mutual trust and problem solving.


For example in Kampala Metropolitan alone, under this programme Police dispatched 165 Police patrol vehicles and 10,000 Police to ensure proper monitoring and tighten crime prevention with the help of the community. Surprisingly the region has in the past months become a counterpoint of gruesome crimes like murder, armed robberies, among others.


Last week alone, Police registered 8 major armed robberies targeting supermarkets, Forex Bureaus, Shops, departmental stores, among others which justifies the unavailability of Police protection and puts question marks on the above strategy
