How should leaders be made to account for community projects that are miss allocated in their areas?

Background: Moment of Truth Service Delivery Programme report

Monday 3rd September 2012

These are some of the issues that appeared prominently during our last radio programme on Community Access to Clean and Safe Water in Adok Sub County Dokolo District.

1-Although Dokolo District was rated the best in leadership and local governance in Lango Sub Region, there was concerns that the LC3 leadership of Adok Sub County under Washington Odora has not performed to the expectation of the community. One reason was that it was a new Sub County created out of Agwata Sub County and most of the leaders want to see that the services such as boreholes and shallow wells are located in thier localities leaving other areas in suspense.

2-The Parish Development Committees(PDCs) lack the capacity to make follow ups on community initiatives.

3-Maps as one of the tools for planning were not yet at hand with the district leaders. The LC 5 Chairman J.B Okello-Okello said he had just received it admitting that it shall now help to show the distribution of boreholes and shallow wells in the district.

4-Most people still believe that their Members of Parliament are responsible for the provision of services because of the pledges they make during campaigns.

5-Despite the lack of services, the community is left wondering if it is true some districts return unused funds to the treasury.
