Which of the following would be the best solution to improve the professionalism of medical staff?

BACKGROUND:
Uganda has one of the worst health care records in the world: with only 1 doctor per 10,000 people and only 14 health workers (doctors, nurses and midwives) per 10,000 people.

16 women in Uganda die everyday either giving birth or due to pregnancy related complications.

Many Ugandans say that the medical staff in Uganda do not act professionally in their workplaces. And that this is a key factor hindering access to better health care services in the country.
Patients have reported cases where the medical staff have been rude to them or been involved in stealing medicine leading to stock outs. Apparently also some medical staff don’t have adequate skills to treat patients.

QUESTION:
Which of the following would be the best solution to improve the professionalism of medical staff?
A) Regular Supervision
B) Improve Training on patient handling
C) Increase salary for medical staff
D) Increase number of Medical staff
